Continuing the discussion from [SOLVED] AMD issuse on Boot Again and again :

i also had the same problem for months now. According to this bug report in the comment section
https://bugs.freedesktop.org/show_bug.cgi?id=103783 you should deinstall the tlp package, which
solved my problem.

pacman -Rs tlp

Is your system using 'pcieport' module?

I've added it to RUNTIME_PM_DRIVER_BLACKLIST in TLP's configuration and now the problem is fixed!

which I can add to Manjaro's TLP package overlay, and which may fix the issue for more people.
