Try to reinstall

sudo pacman-mirrors -g
sudo pacman -Syyu
sudo pacman -S chromium

I uninstalled and reinstalled and it is still the same no change it is set as US English but still shows both languages Amharic and US English.

Have you checked your language settings in Manjaro Settings Manager?

You could try to delete

~/.config/plasma-localerc

says permission denied

Delete with rm command!

I think the chromium configs are stored here:

~/.config/chromium/

Maybe you find a config file with the langauge information to change it.
