I tried imagewriter but it only works for linux ISO, any other programs?

Yep, I can confirm that woeusb
worked for me. Took a bit of finagling with mounting/unmounting and formatting the USB drive, but then it worked just fine.
If on Windows, use the media creation tool:

You don't burn things to USB, you write them.
