On every new installation, I have had to use pamac to remove manjaro-printer, then reinstall it in order to see the icon for the program.

In other words, it's supposed to be a default install, but it isn't seen by the DE.

What do you expect to see ? Manjaro-printer is a meta package. It includes cups, gutenprint, foomatic, HP Device Manager, etc...
Hp Device Manager and printer configuration are in the default xfce ISO and in the menu.

What I'm saying is that, at least in Manjaro MATE, the package is installed, but there is no "Printers" icon in System/Administration.

The only way to connect a printer is to remove manjaro-printer and reinstall it. Once, I had to do that 3 times before the icon showed up.
