Unable to boot and cannot chroot

This is a repost since my first topic is being ignored and buried with older threads but my problem is still not solved and I haven't been able to use Manjaro for weeks now.

TLDR
I have a dual-boot that has been working for over a year but suddenly I found this when trying to boot after grub (grub works and Windows works):

LEVEL 3
I was unable to boot with level 3:

I'm a noob
Please don't assume I'm an expert in this kind of stuff whatsoever because for most answers I've been given here and in reddit I've had to look up most of the terms and commands. I do know that I somehow must tell the system where the partitions are but I have no idea how to do it, I don't even remember what sda was Manjaro at (sorry, I know I should but I don't).

It worked and then I tried to follow @admdb 's answer but I got this:

You can manually edit

/etc/pacman.d/mirrorlist

and move an active mirror to the top.

THANK YOU! I was finally able to do it via sudo pacman -S pacman-mirrors

But now after Syyu my grub is missing Windows!

I was able to log in into Manjaro (finally!) but now it takes longer than usual to start and NetworkManager is completely dead.

Besides, something is wrong with my taskbar, like it asked me to remove the Workspace Switcher and the Action Buttons. It says 'The plugin restasrted more than once in the last 60 seconds. If you press Execute the panel will try to restart the plugin othwerwise it will be permanently removed from the panel.' I get the same if I try to add them again. I guess I should start a new thread for that (?).

Fortunately, my personal files and folders are fine.
