Wi-Fi is always disconnected after resuming from hibernation

Correct, my machine is running systemd.

That's in so far interesting, as it seems systemd specific.
I don't think it is a NM issue.
No issue with wlan after suspend with NM-ck.

I'm using Xfce 4.12.3.

No issues on multiple machines with networkmanager-consolekit, including to properly reconnect to wlan after suspend. But this is openrc.
Is your user in the network group? Perhaps it is just a privilege issue?

It seems I'm:

$ groups master
lp wheel network video storage users master

Please try to add your user to power group.
Worth a try.

$ sudo usermod -a -G power master
# logout and login again
$ groups master

Now, hibernated my system, resumed and the Wi-Fi is still disconnected.

My icon-tray looks exactly as in the second screenshot.

I'll try to downgrade the applet.

And which Kernel do you use ? Did you try an older one if using 4.6 (problems with WIFI reported) ?

Indeed. Please downgrade both network-manager and network-manager-applet.

Actually downgrading network-manager-applet (only) to 1.0.10-1 is verified workaround for this.
Just tested this again on 4.6.0-1 kernel but kernel version doesn't seem to make difference.
