XFCE: Screen remains blank when attempting to unlock graphical session on Kernel 4.19 but the session can be unlocked on newer supported kernels after hovering the mouse twice

The session (TTY1) locks and screen is blank when the lock screen button is pressed via the whisker start menu. When unlocking, the mouse cursor is visible for a few seconds before the screen turns blank when hovering the mouse for the first time and when hovering the mouse for a second time the lockscreen appears and can be unlocked on supported kernels later than 4.19 but on 4.19 the screen is blank the session cannot be unlocked but TTY works on TTY2 and others and the graphical session can be started on them except TTY1 (when switched to it from TTY2 and others) which instead shows a blinking underscore.
